Early Market Engagement Questionnaire – Business Incubator Firm (BIF) Consulting Services – Oceans for Prosperity Project (LAUTRA)

The Ministry of Marine Affairs and Fisheries (MMAF) of the Republic of Indonesia, with financing from the World Bank, is preparing to procure consulting services for a Business Incubator Firm (BIF) under the Oceans for Prosperity Project – LAUTRA. In advance of the formal procurement process, we are conducting an Early Market Engagement (EME) to engage with prospective consulting firms and gather market intelligence to refine our procurement approach.

About the Project and Assignment :
The LAUTRA Project aims to strengthen the management and protection of Marine Protected Areas (MPAs) across 11 Provinces in Eastern Indonesia, while promoting the sustainable economic development of communities in and around 15 MPAs. The project scope encompasses sustainable business development and financial access to MSMEs through a community financing facility called Dana Ekonomi Productive Berkelanjutan (DEPB). The BIF will be central to this effort, providing end-to-end business incubation and technical assistance to Micro, Small, and Medium Enterprises (MSMEs) in target villages. The BIF will run end-to-end support for MSMEs under the DEPB, starting with outreach/awareness and applicant screening (including preliminary E&S screening), then delivering training and hands-on coaching to help MSMEs develop viable business plans for matching-grant submissions. After awards are made, the BIF will continue mentoring and monitoring (including procurement planning support), while ensuring inclusion targets such as at least 30% female-led groups/businesses. The assignment is expected to commence in mid-2026 and run through December 31, 2027.

Purpose of this Early Market Engagement

This Early Market Engagement is being conducted to:

  • Assess the interest, capacity and capability of consulting firms interested in delivering the required services.
  • Validate the proposed scope of services, timelines, and contract structure.
  • Gather interested firms’ opinions on procurement strategies and feedback on realistic implementation timelines.
  • Gather feedback on the feasibility of the qualification requirements and evaluation criteria.
  • Understand market pricing norms and any factors that may affect participation.
  • Identify potential risks, innovations, or alternative approaches that could improve project outcomes.

Please note the following:

  • This is not a formal procurement solicitation. Participation in this EME does not constitute an expression of interest and does not confer any advantage or disadvantage in any subsequent procurement process.
  • All responses will be treated confidentially and used solely by the MMAF and World Bank team for planning purposes. Responses will not be disclosed to other participating firms.
  • Participation is voluntary. Firms that do not respond are not precluded from participating in the subsequent formal procurement.
  • Any formal procurement will be conducted through a competitive selection process in accordance with World Bank Procurement Regulations for IPF Borrowers (Sixth Edition, 2025).

Prospective suppliers are asked to complete the registration form and questionnaire provided. The deadline for completed questionnaires is June 12, 2026, at 4:30 PM WIB.
